Definitions |
Discrimination can prevent people from having fair and equal access to opportunities and services. These questions are designed to assess respondents’ experiences of discrimination and harassment that occurred in the 12 months prior to the survey. The questions include specific reasons for the discrimination and harassment that may help respondents recall the events. The current questions are based on the recommended set of questions available at the beginning of MICS6.

Rationale and interpretation |
The main objective of the Kyrgyzstan MICS 2018 sampling design was to obtain statistically reliable estimates of most indicators at the national level, for urban and rural areas, and for the country’s seven regions and two cities: Batken, Jalal-Abad, Issyk-Kul, Naryn, Talas, Chui regions and the cities of Bishkek and Osh. Urban and rural areas within each of the nine regions were defined as sampling strata.

Method of computation |
The COMP surveys use Computer-Assisted Personal Interview (CAPI). The data collection application, including the dedicated COMP data management platform, is based on CSPro (Census and Survey Processing System) version 6.3 software. The procedures and standard programs developed within the global COMP program were adapted to the final version of the COMP Kyrgyzstan 2018 questionnaire and used in the survey.x000D
Data were collected using tablet computers running the Windows 8 operating system using the Bluetooth application for field operations, which allowed the transfer of tasks and completed questionnaires to/from the supervisor’s and interviewer’s tablets.

Quality assurance |
Team leaders were responsible for daily monitoring of the fieldwork. One household per cluster was subject to mandatory follow-up interviews. Interviewer skills and performance were monitored daily. During the fieldwork, each team was visited several times by survey leaders and field visits were organized by UNICEF MICS team members. During the fieldwork, checklists were created each week for review and use by the field teams, which were adapted versions of standard checklists created by MICS.
